Where Will a European Manufacturing Facility Which Polluted Drinking Water Go Next? To India
The lush green jungle and rust-red hills of Lote, located on India’s west coast, lead to a small hill where a factory looms against the sky.
This industrial unit is largely newly built, but its equipment is far from new: it comes from the defunct Miteni plant in Vicenza, Italy. Miteni closed down in 2018 after among the most severe environmental scandals in the country’s recent history: after decades of producing persistent PFAS compounds, the firm’s leadership was prosecuted for contaminating water resources in an region inhabited by 350,000 people. In June, its former executives were found guilty at the local tribunal of environmental damage and additional offenses and sentenced to jail, which they are expected to appeal against.
What are PFAS, how toxic are they and how do you become exposed?
And yet, all of the company’s equipment, its patents and methods – all required components to manufacture Pfas – is now located at Lote Parshuram MIDC, a large industrial zone almost 4,000 miles away, wedged between villages and wooded areas. And the factory has recently begun to resume PFAS production.
An Environmental Burden
Once known for its specialism in creating methods for advanced chemicals, Miteni is now notorious for the toxic legacy it bequeathed. In 2011, scientists found extraordinarily high levels of PFAS compounds in the facility’s effluent. Numerous of inhabitants had been exposed through drinking water.
The worst-affected were Miteni’s own workers. Ilario Ermetti, 69, who worked for decades in its specialty chemicals division, displayed one of the highest concentrations of Pfas ever recorded in blood samples. “When the story came to light, I reviewed a list of medical conditions associated with PFAS, and found out I had them all,” states Ermetti.
High levels of PFAS in the bloodstream are associated with higher chances of cancer, cardiovascular diseases, liver and kidney damage, fertility issues and more. Ermetti is currently recovering from a recent surgical operation.
Community Concerns
Michela Piccoli, 51, a nurse and campaigner with Mamme No Pfas, started organizing after learning her children’s blood showed high levels of persistent pollutants. When she learned that Miteni’s proprietary information and equipment were being sent to India, she was stunned.
“Being parents, as women, our anxiety has increased,” she said. “Since our kids are everyone’s children.”
Corporate Transition
After Miteni went bankrupt, its holdings were bought in 2019 by Viva Lifesciences, a subsidiary of the domestic chemical corporation Laxmi Organic Industries – the sole participant in the open sale. By early 2023, the complete machinery was travelling on freight ships heading to Mumbai. At the same time, Laxmi was promoting its new acquisition to shareholders. Records of shareholders’ meetings indicate that Laxmi’s executives downplayed environmental concerns, with its president, Harshvardhan Goenka, stating that Miteni was “operating lawfully according to European standards”.
Goenka is one of the three men on the board of Laxmi Organic the Italian branch, a entity founded in 2021. Another is Antonio Nardone, the last chief executive of Miteni, who was found guilty of environmental pollution and financial misreporting at the June trial and sentenced to six years and four months in jail. Per a former mid-level manager speaking on condition of anonymity, Nardone was traveling for work to India months before the firm’s collapse.
While Laxmi purchased Miteni’s properties in June 2019, the ecological review for the construction of the factory in Lote reveals that in March 2018 the company was already planning to commence manufacturing fluorinated compounds matching Miteni’s offerings. Laxmi Organic Industries did not respond to inquiries.
Growth Plans
By 2021, Laxmi’s strategy clearly outlined the goal to “acquire the customer base of Miteni” and emerge as a top player in the production of PFAS and fluorochemicals. Logistics data indicate that, to secure validation on the quality of the chemicals, in 2024 Laxmi started sending out samples to firms with past business relationships with Miteni, including BASF, Chemours, DuPont and FMC.
Since early 2025, Laxmi’s site in Lote Parshuram has been fully operational, manufacturing substances that will be used in agrochemicals, pharmaceuticals, colorants, beauty products and other products.
Regulatory Context
Studies demonstrate that concentrations of forever chemicals in the ecosystem are worryingly elevated, especially near production sites. But even though global focus is increasing, in India the matter is not on the political agenda yet.
“Examining the rules, [Pfas] is not present in those standards. It’s unacknowledged by the Indian government currently,” said Rajneesh Gautam, an environmental chemist at the academic institution. “Independent research groups across India have conducted studies in different states. But this work are restricted in range, and there are still very few of them.”
Regional Consequences
Parineeta Dandekar, head of the regional environmental group, says the Lote Parshuram industrial district “has a dismal environmental track record”. After it was set up in 1986, “the livelihood of fishing populations in this region totally deteriorated,” she said.
The chemical district is served by a shared effluent treatment facility that has been frequently criticized.
“Nearby communities have consistently reported that it’s not working properly,” said Dandekar. “When there is no electricity, a frequent event in rural Maharashtra state, the facility fails to operate and factories release contaminated effluent straight into the streams.” Environmental authorities have sent several warning letters to the plant in the past few years.
Global Implications
In the EU, the regulatory agency is reviewing a proposal to prohibit the production, import and use of more than 10,000 persistent compounds. This attention may be driving the sector to the global south, according to Claudia Marcolungo, a professor of environmental law at the academic institution. “I believe that this matter should be investigated, because the reality that Miteni’s production, patents and equipment have been transferred to a country like India should prompt consideration, at the very least, on the influence that these multinationals have to relocate in nations where there is clearly a race to the bottom in terms of environmental protection.”
Persistent Threats
Miteni has closed down, but the firm’s harmful impact continues – at the contaminated site in Vicenza, and in Lote. The medical effects associated with Pfas production are likely to affect communities that are already struggling with an unsafe environment for years to come.
“The area has experienced sufficient environmental destruction already,” says Dandekar. “Should additional hazardous firms move in, it’s perpetually concerning.”
